Hugh was born in or before 1210, the only child and heir of Robert de Vere, 3rd earl of Oxford, and Isabel de Bolebec. When his father died in 1221, his mother paid the crown for wardship of her son and heir. Hugh did homage to King Henry III of England in October 1231 and was knighted in May 1233, two days before he was invested with the earldom of Oxford.
After 11 February in 1223 Hugh married Hawise de Quincy, daughter of Saher de Quincy, 1st earl of Winchester, and Margaret 'FitzPernel' de Beaumont. Their son Robert and daughters Isabel and Laura would have progeny.
Hugh inherited the office of Master Chamberlain which had been granted to his great-grandfather Aubrey de Vere. By right of that office, he participated in the coronation in 1236 of Eleanor de Provence as King Henry III's queen. Hugh was a critic of King Henry from 1246, and in 1258 and 1259 he was elected to serve on various baronial committees attempting to reform royal government. He purchased the right to hold a market at the town on his primary estate, Castle Hedingham in Essex, and founded a chantry there.
Hugh died before 23 December in 1263.
